How Much Does Apartment Renovation Cost in Israel?

The cost of renovating an apartment in Israel varies according to its size, existing condition, finish level and the scope of infrastructure work. As an initial estimate only, a cosmetic renovation may start at approximately NIS 1,500–3,000 per square meter, a medium renovation at approximately NIS 3,000–5,500 per square meter, and a comprehensive renovation that includes replacing systems, the kitchen and bathrooms may reach approximately NIS 5,500–9,000 per square meter or more. In an apartment with a particularly high finish level or an older property with complex infrastructure, the cost may be higher.

The final price is not determined by the apartment’s size alone. It is affected by the number of bathrooms, the condition of the plumbing and electrical systems, the need to change the layout, the type of windows, the kitchen, flooring, carpentry, aluminum work, building requirements and any required permits. Therefore, a serious quotation should be based on plans, specifications, an on-site visit and an actual assessment of the property’s condition.

These ranges are intended only to provide general guidance based on the Israeli market; they are not a price list of Architector.Tech and do not constitute an offer or commitment. The exact cost is calculated separately for each project, according to the property, design, specifications and execution conditions.

Renovation typeApproximate range per square meterWhat is generally included
Cosmetic renovationApproximately NIS 1,500–3,000Painting, repairs, replacement of some finishes, lighting and localized upgrades
Medium renovationApproximately NIS 3,000–5,500A kitchen or bathroom, flooring, partial electrical and plumbing work, and limited changes
Comprehensive renovationApproximately NIS 5,500–9,000Demolition, new infrastructure, reconfiguration, kitchen, bathrooms and a complete finish level
High-end renovationApproximately NIS 9,000–15,000 and aboveUnique materials, custom carpentry, advanced systems and detailed planning

The ranges in the table are general Israeli market estimates for orientation purposes only. They are not a price list of Architector.Tech, do not constitute a quotation and are not an offer; the exact price is determined only after assessing the apartment, design, specifications and scope of work.

What Does a Renovation Budget Include, and What May Be Overlooked?

When asking how much an apartment renovation costs, it is important to distinguish between the contractor’s work costs and the project’s total budget. A quotation may include construction and finishing work, but it does not always include design, measurements, consultants, fees, delivery, storage, waste removal, appliances or furniture.

In a typical Israeli apartment, the main budget items are:

  • Planning and design: Plans, renderings, materials selection, consultant coordination and design management.
  • Demolition and removal: Demolition of walls or finishes, dismantling the kitchen and sanitary fixtures, and waste removal in accordance with local requirements.
  • Infrastructure: Electricity, water, sewage, communications, air conditioning, waterproofing and, in some cases, preparations for smart-home systems.
  • Finishing work: Flooring, wall finishes, paint, doors, sanitary fixtures, lighting and aluminum work.
  • Custom-made items: Kitchen, closets, carpentry, glass, railings and storage solutions.
  • Additional costs: Storage of belongings, alternative accommodation, moving, infrastructure connections and payments to the homeowners’ association or professionals.

It is advisable to define in advance what is and is not included, whether prices include VAT, who purchases the materials, who is responsible for measurements and what happens when a hidden defect is discovered. Older apartments may contain surprises behind walls, beneath flooring or inside ceilings, so it is wise to maintain a budget reserve rather than allocate the entire budget only to the planned work.

How Long Does an Apartment Renovation Take?

The duration of an apartment renovation depends on the scope of work, material availability, the speed of decision-making, the condition of the building and the need for approvals. A cosmetic renovation may be completed within a few weeks, while a comprehensive renovation in an occupied apartment or an older building may take several months. The schedule should be established after preparing plans, work specifications and a procurement schedule.

Scope of workApproximate durationFactors that may cause delays
Cosmetic renovationApproximately two weeks to one and a half monthsComplex painting work, partial flooring and the availability of professionals
Medium renovationApproximately one and a half to three monthsKitchen, bathroom, special orders and coordination between suppliers
Comprehensive renovationApproximately three to six monthsLayout changes, replacement of systems, approvals and work in an occupied building

To reduce delays, it is advisable to order items with long lead times before demolition begins, approve the specifications before signing the agreement and appoint one person to coordinate decisions. In shared buildings, working hours, elevator use, waste removal and protection of common areas should be coordinated in advance. Restrictions imposed by the local authority or homeowners’ association may also affect the schedule.

What Is TAMA 38 (תמ״א 38) and How Do You Check It?

TAMA 38 (תמ״א 38) was a planning framework intended to encourage the reinforcement of buildings against earthquakes, and it sometimes allowed additional construction and upgrades. In practice, the available options vary according to the location, applicable plan, year of construction, condition of the building and the policy of the local planning committee. It is important to check the current planning status and not rely solely on a developer’s advertisement or outdated information.

To check whether a building may qualify for a reinforcement, demolition and reconstruction, or another urban renewal track, you can proceed in several stages:

  1. Locate the property address, block and parcel numbers if available, and check the local authority’s planning information systems and government databases.
  2. Review the plans applicable to the plot and check whether approved, deposited or proposed plans concerning the building exist.
  3. Contact the engineering department or local planning committee and request up-to-date planning information, subject to local procedures.
  4. Check whether building files, permits, deviations, orders or restrictions exist that could affect the possibility of advancing a project.
  5. Consult an architect or lawyer specializing in planning and construction before making a decision or signing an agreement with a developer.

The review is not limited to asking whether the building is suitable for TAMA 38. Building rights, economic feasibility, the consent of apartment owners, parking solutions, safe rooms (ממ״דים), accessibility, infrastructure and the local planning committee’s policy must also be examined. In all cases, the information should be verified with the authorized planning body in the relevant area.

How Long Does Urban Renewal (התחדשות עירונית) Take?

Urban renewal (התחדשות עירונית) is a broader process than apartment renovation. It may include an entire complex, demolition and reconstruction, reinforcement and additions, or other planning tracks. What does urban renewal mean in practice? It is a process that combines planning, rights holders, developers, authorities, consultants, financing, building permits and construction—and therefore may take years rather than months.

The duration of the process varies greatly between projects. Identifying a developer and reaching agreements may take a significant amount of time; this is followed by statutory planning, committee discussions, obtaining a building permit (היתר בנייה), financing, evacuation and construction. Even when an approved plan exists, this does not necessarily mean that work will begin immediately.

  • Feasibility review and organizing apartment owners: Several months or longer, depending on the complexity and level of agreement.
  • Planning and approvals: Usually several years, but this varies according to the type of project and the authority.
  • Permit, financing and preparations: May add many more months.
  • Construction itself: After evacuation, construction may take approximately two years to several years, depending on the size and complexity of the complex.

Before waiting for urban renewal, apartment owners should check the actual planning status, whether a binding plan exists, who is advancing it and what it means for the apartment. If the apartment needs immediate renovation, the decision should be based on its condition, the family’s needs and the risk of delay—not on the assumption that future urban renewal will take place by a particular date.

How Should You Plan a Renovation Budget Responsibly?

The most important step is to define your objectives: whether the goal is a quick refresh, adapting the apartment to the family, improving infrastructure or completely changing the apartment. Next, the property should be measured, a layout plan prepared, the finish level selected and a bill of quantities or clear specifications produced.

Before choosing a contractor or construction team, it is advisable to:

  • Obtain proposals based on the same specifications so they can be compared.
  • Request a breakdown of the work, materials, quantities, payment schedule and warranty.
  • Confirm who handles permits, coordination with the homeowners’ association and waste removal.
  • Check insurance, relevant experience and verifiable references.
  • Leave room for changes and hidden defects, especially in older apartments.

Professional planning does not eliminate uncertainty, but it makes it possible to identify it earlier. In Israel, where significant differences exist between buildings, neighborhoods and authorities, assessing the property and local policies is an integral part of providing a genuine answer to the question of how much an apartment renovation costs.
