For a private home, an addition or a significant change to an apartment, you should generally allow for planning and permitting costs of approximately ILS 20,000–80,000, before municipal payments, levies and fees that may increase the total. In a complex project, new construction or an application involving relief from planning regulations, a change of use or structural reinforcement, the cost may be higher.
The price consists of several layers: fees for the architect and other planners, surveying and an information file, building permit fees, an improvement levy if applicable, development levies and payments to the local authority, as well as the costs of consultants such as a structural engineer, surveyor, plumbing consultant, safe-room consultant or accessibility consultant. The final amount is determined by the type of property, the construction area, the city, building rights and the planning status of the plot.

What Is a Building Permit and When Is It Required?
A building permit is a statutory authorization that allows certain construction work to be carried out in accordance with approved plans and the conditions specified in the permit. In Israel, the permit is generally issued through the licensing authority or the local planning and building committee of the authority where the property is located. The responsible body varies by city or local council, so it is important to check the local procedures at the very beginning.
A permit is required, among other things, for new construction, adding floor area, enclosing a balcony, changing a building façade, constructing a safe room (ממ״ד), making a structural change, subdividing or merging units in certain cases, and sometimes changing the use of a property. Not every type of work requires a permit: some works are exempt from permitting subject to specific conditions, such as certain types of pergolas, certain installations or maintenance work. The exemption is not automatic, and you should check whether the work meets all applicable conditions and planning provisions.
The building permit must comply with the applicable detailed plan, outline plans, building lines, building rights and spatial planning guidelines. For a property in a condominium, consents, ownership documents or consideration of the rights of other apartment owners may also be required.
How Do You Obtain a Building Permit?
The licensing process is generally carried out online through the local authority’s licensing system by an architect or an authorized permit applicant. The exact process varies between authorities, but the main stages are similar:
- Checking rights and obtaining an information file: The applicable plans, building rights, building lines, number of floors, conservation restrictions and other guidelines are reviewed. In many cases, an information file for the permit is ordered from the local authority.
- Surveying and preliminary planning: A licensed surveyor prepares a survey map, and the architect reviews the options and prepares a planning alternative.
- Coordinating consultants: Depending on the type of project, a structural engineer, soil consultant, safe-room consultant, plumbing consultant, safety consultant or other professionals are included.
- Submitting the application: The applicant’s architect submits the documents, plans and declarations through the licensing authority’s online system.
- Threshold review and examination: The authority checks whether the file is complete. A planning review then takes place, and the application may be referred to professional departments or to the committee.
- Publication and objections, if required: Certain applications require publication, relief from planning regulations or a hearing. In such cases, additional stages and a longer processing time may be involved.
- Payments and completion of conditions: After a favorable decision, the required documents and payments are completed, and only then can the signed permit be issued.
An important distinction is between a decision to approve an application and a building permit that has actually been issued. Even after a favorable decision, additional approvals, documents and payments may still be required. Do not begin work solely on the basis of preliminary approval or a committee decision.
How Long Does It Take to Obtain a Building Permit?
The duration of the process depends on the local authority, the complexity of the application and whether it complies with the existing building rights. A simple application that conforms to the plan may progress within a few months, while an application involving relief from planning regulations, a change of use, objections or coordination with multiple authorities may take considerably longer.

How Long Is a Building Permit Valid?
In Israel, a building permit is generally valid for a limited period, and in many cases the starting point is a validity period of three years from the date the permit is issued. However, you should check the specific permit and the conditions recorded in it, as applicable provisions, extensions and the circumstances of the project may affect the actual situation.
It is important to distinguish between starting the work and completing it. In some cases, it may be sufficient for the work to have lawfully commenced in order to preserve the permit’s validity, but you should not rely on this without professional advice. If the project is delayed, contact the licensing authority in advance and check whether an extension can be obtained and what conditions apply. Starting work without a valid permit may expose you to a stop-work order, fines and difficulties in obtaining an occupancy approval.
What Is the Connection Between a Building Permit and Form 4?
The building permit allows the work to be carried out. Form 4 (טופס 4), or the occupancy and infrastructure-connection approval under the procedures commonly used by the authority, is generally required before a building can be used or permanently connected to infrastructure. This is a separate stage: obtaining a permit does not mean that the building is ready for occupancy.
Before the approval is issued, the authorities check whether the construction was carried out in accordance with the permit, whether essential work has been completed and whether the required approvals have been obtained from the relevant bodies. Possible documents include approvals for electricity, water and sewage, the safe room or protective measures, safety, fire and rescue services, elevators, site development and infrastructure. The list varies according to the type of building and the local authority.
Form 4 generally appears as an official document issued by the local authority, containing property details, permit details, required conditions and approvals, and sometimes restrictions or conditions for connection. Its graphic format is not completely uniform across authorities, so there is no single identical form for all of Israel.
How Much Does Form 4 Cost and How Long Does It Take?
There is no uniform nationwide price for Form 4. In many cases, the approval itself is part of the licensing process and is not priced as a separate product, but obtaining the approval may involve payments to the authority, inspection approvals, surveys, additional planning and remedial work. If the construction does not comply with the permit, the cost and time may increase significantly.
The time required to obtain Form 4 depends on the building’s readiness and the completeness of the file. When all work has been completed and all approvals are available, processing may take several weeks. When defects, irregularities, missing documents or the need for approvals from additional authorities exist, the process may take longer.
